Enhance Permissions extension to allow for permission overrides

New method Permissions::checkPermission() to allow for permission overrides. PLEASE USE WITH CAUTION.

Implement ability to extend club forms via extension

New methods in ClubAbstract for formElements() and saveForm() to extend the form when a club is created/edited.
